PHILADELPHIA, Pa., November 25, 2025 — City & State Pennsylvania has named Saxton & Stump senior lobbyist Bill Ryan to its 2025 Pennsylvania Impact Awards list. The awards recognize Pennsylvanians transforming their communities and the state for the greater good.
As a member of the firm’s Regulatory and Government Affairs Group, Ryan leads government relations efforts in the Philadelphia region and throughout the state. With more than four decades of experience as a political consultant and healthcare lobbyist, he has built a reputation for shaping policy and fostering collaboration that benefits both clients and communities.
His work aligns with Saxton & Stump’s focus on driving meaningful change for businesses, communities, and policymakers alike.

Prior to joining Saxton & Stump, Ryan worked in healthcare lobbying, helping secure millions of dollars in funding for a Philadelphia-area healthcare system. He also led the development of the North Philadelphia Health Enterprise Zone, a transformative initiative to reduce health disparities in the region.
He previously served in leadership roles with the Pennsylvania Council on Aging, the Pennsylvania Long-Term Care Council, and the Philadelphia Mayor’s Commission on Aging, and has been recognized for his advocacy efforts on behalf of hospitals, patients, and the community.
