Attorney Kathy Pape shared how water and wastewater utility regionalization helped Greater Johnstown Water Authority and City of Johnstown
Saxton & Stump attorney Kathy Pape partnered with the City of Johnstown and the Greater Johnstown Water Authority to present Compliance and Capital Solutions Through Regionalization at Pennsylvania Water Environment Association’s (PWEA’s) annual technical conference at Kalahari Convention Center on June 22, 2021. This presentation explained how the City of Johnstown and the Greater Johnstown Water Authority produced beneficial results through the sale of the City’s sewer collection system to the Authority.
Even before COVID-19 hit, wastewater capital and operating budgets were constrained by the need to replace aging infrastructure and comply with increasingly stringent regulatory requirements. Balancing capital project requirements, regulatory requirements, heightened customer demands, municipal separate storm sewer systems (MS4) requirements and customer inability to pay may lead more authorities and municipalities to consider a regionalized approach and sale of assets.
Pape moderated the presentation led by Michael Kerr, Executive Director of the Greater Johnstown Water Authority, and John Trant, Jr., municipal consultant and interim manager of the City of Johnstown.
Pape has more than 44 years of legal experience and is a registered Pennsylvania lobbyist and practicing attorney.
