Saxton & Stump adds two regulatory and government affairs professionals to launch new practice
HARRISBURG, Pa., May 1, 2020 — Attorney and lobbyist Kathleen Duffy Bruder, former Deputy Chief of Staff under Gov. Tom Corbett, joined Saxton & Stump to lead its newly-formed Regulatory and Government Affairs practice, bringing with her Amanda W. McClellan, who will serve as Government Relations Advisor. Built on the foundation of two former judges and additional Saxton & Stump attorneys engaged in government operations, regulations and following the impacts of new legislation, the team is well-positioned to support a broad client base under Kathy’s leadership.

Both Bruder and McClellan join Saxton & Stump from Harrisburg-based law firm McNees Wallace & Nurick LLC. With more than 25 years of experience, Bruder is passionate about helping clients navigate challenges and opportunities that involve all levels of government and connecting clients to government decision-makers. The Regulatory and Government Affairs group empowers clients to shape decisions to gain a competitive edge by providing timely and relevant information and the ability to identify and access Pennsylvania government officials about proposed regulations and legislation that affects their business.

At her previous firm, Bruder represented clients in diverse subject areas including energy and environmental, oil and natural gas and food and beverage on matters involving public finance, state and local tax, employment and corporate governance. Before joining the Governor’s office, she was a partner at Rhoads & Sinon LLP for 10 years where she focused her practice in litigation and labor and employment. She also previously served four years as deputy solicitor and director of human resources for the City of Harrisburg. Bruder received her J.D. from the University of Dayton School of Law and her B.S. in Economics and Finance from the University of Scranton.
McClellan will support Bruder and the Regulatory and Government Affairs team by assisting in the development and implementation of legislative lobbying plans for clients and coordinating legislative outreach and communications. She has a significant background in real estate and economic development, having previously served as a senior real estate manager for the Philadelphia Industrial Development Corporation. McClellan received her M.S. in historic preservation from the University of Pennsylvania, a Certificate in Real Estate Design and Development from The Wharton School and her B.A. in historic preservation from the University of Mary Washington.
