MALVERN, Pa., July 21, 2021 — Attorney Andrew J. Reilly, a leading member of Delaware County’s legal, business and political community, has joined Saxton & Stump. Reilly is an experienced litigator with a focus in municipal law, representing clients in real estate and business transactions. He is also a member of the firm’s Regulatory and Government Affairs team led by attorney Kathleen Duffy Bruder which now includes registered Pennsylvania lobbyists and government relations professionals who work for clients across the Commonwealth.

In his legal practice, Reilly represents authorities, businesses and individuals in litigation as well as real estate development and commercial transactions. Prior to joining Saxton & Stump, Reilly was the managing partner at Swartz Campbell’s Media, PA office for more than 25 years. He brings with him Kathy Mancill, who also joined Saxton & Stump as legal assistant for the Regulatory and Government Affairs team.
Reilly is a fixture in the Pennsylvania government and business communities having served in several roles for both the Republican Party in Delaware County and in Pennsylvania. In addition to serving clients, he is currently the National Committeeman and Southeast Caucus Chair for the Republican Party of Pennsylvania. He leverages his experience and longstanding relationships to assist clients in the public and private sectors by connecting them with decision makers and helping them navigate the complex government infrastructure and regulatory agencies.
He has deep ties to Pennsylvania communities, especially in Delaware County, having served on the boards of numerous educational, medical and charitable organizations, as well as on the boards of zoning, economic development and public finance organizations. He previously served eight years (elected to two terms) as a member of the Delaware County Council, the governing body of Delaware County. Reilly earned his J.D. from Widener University School of Law and his B.S. in marketing and finance from Susquehanna University. A lifelong resident of Middletown Township, he has been inducted to the Media Area Sports Hall of Fame, Penncrest High School Hall of Fame and is a Penncrest Distinguished Alumni Award recipient.
Strengthening regulatory and government affairs resources
The group is built on the foundation of two former judges and additional Saxton & Stump attorneys who serve clients across all industries with needs related to government operations, Pennsylvania’s regulatory processes and lobbying, regulatory or other government affairs needs.
Last year, Saxton & Stump launched the Regulatory and Government Affairs practice when Bruder, an experienced attorney and Pennsylvania lobbyist, joined the firm bringing with her Amanda W. McClellan who serves as the team’s Government Relations Advisor. Bruder is a member of the Supreme Court of Pennsylvania’s Civil Procedural Rules Committee, the former Deputy Chief of Staff under Governor Tom Corbett and previously served four years as deputy solicitor and director of human resources for the City of Harrisburg. In her practice, she represents clients in industries such as the equine industry, real estate, public sector, codes and labor, education, health, technology and supports them with lobbying, state funding requests and state agency and inter-agency navigation.
Last month, attorney John P. McBlain joined the firm from Swartz Campbell, bringing more than two decades of real estate, municipal law and litigation experience. Also a Delaware County native and resident like Reilly, McBlain serves as solicitor or general counsel for local governments, municipal authorities, zoning hearing boards and nonprofit organizations. He assists individuals and businesses with real estate matters involving zoning, land development, redevelopment, adaptive reuse, acquisitions and agreements of sale and leases. McBlain also has extensive experience representing property owners in tax assessment appeals.
At the beginning of this year, Kathy L. Pape, one of the region’s prominent business leaders and governmental affairs experts joined Saxton & Stump. Pape is a registered Pennsylvania lobbyist and practicing attorney formerly with McNees Wallace & Nurick LLC. Previously, she was the CEO and president of Pennsylvania American Water and head of American Water’s mid-Atlantic region which included Pennsylvania, West Virginia, Virginia and Maryland. While at the helm of American Water’s largest region, she used her legal, financial, business and governmental experience to balance customer service, reasonable rates, infrastructure replacement and community engagement. Pape Kathy started her career at the Office of Consumer Advocate, Pennsylvania Public Utility Commission and as a utility attorney at General Waterworks.
