Attorney John McBlain elected chair of the Delaware Valley Regional Finance Authority

LANCASTER, Pa., February 25, 2022 — Saxton & Stump attorney John McBlain has been elected chair of the board of directors for the Delaware Valley Regional Finance Authority (DelVal). McBlain will serve as chair on the five-person board. DelVal is a public authority formed by Chester, Delaware and Montgomery counties. The authority provides capital funding loans to local governments, school districts and sewer authorities for specific capital projects, as allowed under the Local Government Unit Debt Act.

McBlain, who joined Saxton & Stump as senior counsel in 2021, is well-known in the Delaware valley community. He has served on the Delaware County Council, represented Delaware County on the Delaware Valley Regional Planning Commission and handled a number of significant redevelopment matters for Redevelopment Authority of the County of Delaware. In his law practice, McBlain serves as solicitor or general counsel for governments, municipal authorities, zoning hearing boards and nonprofit organizations. In addition, he represents business and individuals in real estate, land development, zoning and tax appeal matters. McBlain earned his J.D. from Widener University School of Law and his B.A. in political science from Villanova University.

DelVal has originated $3.7 billion of loans to more than 200 local governments in 16 counties. The program credits its success to the low interest costs it is able to offer municipal borrowers. It currently has approximately $1 billion in loans outstanding to more than 120 different localities.
