YORK, Pa., December 1, 2025 — Saxton & Stump is pleased to announce that Magisterial District Judge Kathryn H. Silcox will join the firm’s York and Harrisburg offices as senior counsel in the Municipal Law and Real Estate groups when her term concludes at the end of December.
Silcox has served as a district judge for Hampden and Silver Spring townships in Cumberland County since 2013, bringing more than a decade of judicial experience and a broad legal background spanning criminal, civil, traffic, and summary matters. At Saxton & Stump, she will counsel municipalities on land use, zoning, code enforcement, real estate disputes, and other related issues.
Silcox fortified her municipal law background through six years of volunteer service on the Hampden Township Zoning Hearing Board, where she heard cases involving the interpretation, application, and enforcement of municipal ordinances.
Each year, a district judge reviews hundreds of cases, each one unique and requiring specialized legal knowledge.

Before her time on the bench, Silcox spent more than a decade with the Pennsylvania Office of Attorney General, ultimately serving as attorney-in-charge of the Bureau of Consumer Protection and leading a 13-member team. She gained significant experience in civil litigation, investigations, regulatory matters, and complex multi-state actions. She also expanded her real estate knowledge during her service on the Pennsylvania Department of State’s Real Estate Commission.
Silcox began her legal career in the Pennsylvania Office of General Counsel at the Department of Revenue, first as a revenue research analyst and later as assistant counsel, advising on corporate taxes, realty transfer tax, public utility realty tax, and cigarette tax.
Silcox remains active in the legal community through long-standing service on the Pennsylvania Bar Association’s Unauthorized Practice of Law Committee, and the association awarded her its President’s Award in 2014 for outstanding commitment and leadership.
She earned three degrees from Widener University: a law degree, an M.B.A., and a bachelor’s degree in accounting.
