LANCASTER, Pa., April 25, 2023 — Saxton & Stump continues to add to its Regulatory and Government Affairs Group by adding experienced lobbyist Brett J. Biggica in the firm’s Harrisburg office. Biggica has worked in Pennsylvania government and private sector lobbying for more than 15 years. At Saxton & Stump he will help manage relationships with key government contacts and assist in the development and implementation of legislative lobbying plans for clients and coordinating legislative outreach and communications. This is the second addition to the firm’s Regulatory and Government Affairs Group in two months after the February hire of Adam Friscia as the firm’s executive manager of business development and government relations.
“We continue to strategically add resources to our Regulatory and Government Affairs Group,” Saxton & Stump CEO James W. Saxton said. “Bringing in Brett and all of the experience he possesses in and out of the halls of the Capitol will clearly be an asset to our clients as they help businesses and organizations navigate some their biggest challenges and opportunities.”
Most recently, Biggica worked as the government affairs director for both Pennsylvania and New Jersey for a telecommunications company. Prior to that, Biggica worked in different offices of Pennsylvania government as a research analyst and legislative liaison in the Pennsylvania House of Representatives for offices such as the Consumer Affairs Committee, the Office of Member Services, the Pennsylvania Department of Health and also in the Pennsylvania House Democratic Campaign Committee. He holds an undergraduate degree from Marshall University in West Virginia.
“Brett’s knowledge of Pennsylvania and local government operations combined with his personal and professional networks will enhance the five-star service and access our lobbying team provides to clients. His recent focus with the telecommunications and utility industries add momentum to the work our amazing team provides in these areas as well other subject matters including economic development, transportation, finance, and health care. We are very excited for Brett to join our team and look forward to this new chapter,” Attorney Kathleen Duffy Bruder, chair of Saxton & Stump’s Regulatory and Government Affairs Group said.
