LANCASTER, Pa., February 21, 2023 — Saxton & Stump is pleased to announce that attorney Harlan W. Glasser will rejoin Saxton & Stump on March 1, 2023 as a shareholder in the firm’s Labor and Employment Group, Investigations and Criminal Defense Group, and Healthcare Litigation Group. Glasser worked for the firm from 2015 to 2020 before accepting an appointment as an assistant U.S. attorney for the Middle District of Pennsylvania. He will work with clients to develop risk mitigation strategies and represent his client’s interests in complex litigation.

Before joining the U.S. Attorney’s Office, Glasser litigated cases in both federal and state courts across a variety of matter types ranging from employment and business litigation to large, medical professional liability cases. Glasser has defended clients at both the trial and appellate court levels. As an assistant U.S. attorney, he defended complex claims against the United States, its agencies and employees, led investigations and prosecuted enforcement proceedings against both individuals and corporations. Now, he will bring his three years of representing the federal government’s interests to criminal and civil government investigations and labor and employment disputes for Saxton & Stump’s clients.
Glasser had extensive clerkship experience in both the federal and state trial courts before initially moving into private practice. He served as a senior judicial law clerk for the Hon. Sylvia H. Rambo of the U.S. District Court for the Middle District of Pennsylvania. Glasser also served as a law clerk for the Hon. Thomas A. Placey and the Hon. J. Wesley Oler, Jr., both of the Cumberland County Court of Common Pleas.
Glasser received his law degree at Penn State Dickinson Law, where he was inducted into the Woolsack Honor Society and served as the Managing Editor of the Penn State International Law Review and is a cum laude graduate of Goucher College.
