LANCASTER, Pa., May 13, 2026 — The Central Penn Business Journal has named Saxton & Stump senior counsel Laura Bailey Gallagher to its “Leaders in Law,” recognizing a select group of attorneys driving impact across southcentral Pennsylvania’s legal and business communities.
With more than 25 years of experience, Gallagher partners with businesses in the Lancaster region and nationwide, counseling executives and human resources professionals on complex workplace issues and workforce strategy.
“Leaders in Law” highlights attorneys whose professional excellence, leadership, and community engagement extend beyond client work into broader community leadership. Gallagher and the other honorees were recognized at an awards luncheon on May 12 at the Sheraton Harrisburg Hershey Hotel.
“This recognition reflects the work I’ve been fortunate to do alongside clients who are navigating real workplace challenges,” Gallagher said. “Helping businesses succeed while also contributing to the strength of our local community has always been at the core of my work.”
Gallagher is a member of Saxton & Stump’s Labor and Employment, Business and Corporate, and Construction Law groups. She counsels employers on a full spectrum of workplace matters, including discrimination, harassment, retaliation, wage-and-hour compliance, and employment agreements. Known for her practical, solutions-oriented approach, she helps clients mitigate risk, maintain compliance, and foster productive workplace environments.
She also plays a key role with TREW HR, Saxton & Stump’s affiliate human resources consulting firm, where she delivers coordinated legal and HR solutions to small and medium-sized businesses.
She is a member of the PA Chamber of Business and Industry’s Labor and Employment Policy Council.
Beyond her legal practice, Gallagher is deeply engaged in the Lancaster community. She is a former president and current board member of the Occupational Development Center. She also serves on the boards of directors of Hands-on House Children’s Museum of Lancaster and Mental Health America of Lancaster County, and volunteers with the United Way’s Women United Grants Committee. She has also held leadership roles with the Lancaster Society for Human Resource Management, Associated Builders and Contractors, and the Lancaster Bar Association.

Gallagher earned her law degree at Widener University School of Law and her bachelor’s degree from Bucknell University.
