Bill Ryan is a senior lobbyist in the Regulatory and Government Affairs Group with over 40 years of experience as a political consultant and healthcare lobbyist. He leads the Firm’s Philadelphia Regulatory & Government Relations work and supports the practice group and the firm’s business and healthcare clients, splitting his time between the Delaware Valley and Harrisburg.  

Bill previously held senior-level government affairs positions over the course of his career. He most recently was Vice President of Government Relations & Public Affairs at Einstein Healthcare Network, now Jefferson Health. He has worked in the healthcare field from 2006 to 2024, helping to secure tens of millions of dollars of funding for a Philadelphia-area healthcare system and leading projects such as the North Philadelphia Health Enterprise Zone, which focused on leveling the region’s health disparities.  

Prior to that, he served as the acting president and vice president of advocacy for the Arthritis Foundation of Eastern Pennsylvania. At the foundation, he helped create the Pennsylvania Arthritis and Osteoporosis Legislative Caucus, which led to the Pennsylvania Arthritis Action Plan. That plan was the first in the country developed by a state, and the World Health Organization then used it as a template for its Arthritis Action Plan.  

Bill began his career as a political operative and later a campaign staffer – for U.S. Rep. Peter Kostmayer. Since then, he has supported federal, state, and local political campaigns in multiple states for notable politicians such as Mayor Cherelle Parker, Gov. Ed Rendell, and U.S. Sen. Bob Casey.
