David M. Walker is a shareholder in the Saxton & Stump Education and Labor and Employment groups, working out of our Lancaster and York offices. For well over a decade, education clients across central Pennsylvania have relied on David’s expertise. He has served as solicitor and special counsel to public school districts, intermediate units and career and technical centers. In this role, David routinely handles complex issues related to labor and employment, general board governance, litigation, regulatory compliance, student discipline, charter schools, constitutional law, construction projects, civil rights claims, and more. As a labor and employment attorney, David also assists school districts with labor negotiations and disputes between administrators and teacher and employee organizations.

Before transitioning to law school, David worked as a public school teacher, which assists him in better understanding and supporting the complex needs facing today’s public education agencies. David joined Saxton & Stump in 2025, joining the firm with other attorneys and professionals of longtime York County law firm Stock & Leader.

David is a prolific speaker at national, state, and local education organizations, educating school officials across the country on the latest hot-button topics school leaders need to know. From 2019 to 2021, Super Lawyers named David to its Pennsylvania “Rising Stars” list. He earned his law degree magna cum laude at the Widener University School of Law, and his undergraduate degree summa cum laude from West Chester University.
