Jeffrey Litts, Chair of Education Group, dedicates his practice to counseling and defending K-12 public school entities in the areas of civil rights, charter schools, collective bargaining, construction, discrimination claims, employment and personnel matters, policy development, procurement, student matters, local taxation, compliance with the Right to Know Law and Sunshine Act, school board governance and other education law issues.  He also works as a member of the Commercial Litigation and Labor and Employment groups.

He regularly represents clients before state and federal courts, arbitrators and administrative agencies, including the Equal Employment Opportunity Commission, the U.S. Department of Education, Office of Civil Rights, the Pennsylvania Human Relations Commission, the Pennsylvania Labor Relations Board, the Pennsylvania Charter School Appeal Board, the Office of Open Records and the Pennsylvania Department of Education.

Before private practice, Jeff served as Deputy Chief Counsel for the Pennsylvania School Boards Association and an attorney in the Bucks County Public Defender’s Office. He was the editor of the Pennsylvania School Law Handbook for the Pennsylvania School Boards Association in 2001, and a contributing editor for the 2006, 2012 and 2018 editions.

Jeff frequently speaks on education law issues before statewide education professional groups.  He served as the President of the Pennsylvania School Board Solicitors Association in 2013, and was honored with its President’s Award for Distinguished Career Achievement in School Law in 2022.
