Jonathan Berger is a lobbyist in the Saxton & Stump Regulatory and Government Affairs Group based in the firm’s downtown Harrisburg office. He helps clients navigate Pennsylvania’s legislative and regulatory landscape by building bipartisan connections with policymakers, shaping public policy discussions, and advancing initiatives aligned with clients’ strategic, operational, and funding goals. Jonathan works closely with organizations across industries to secure government support, influence policy outcomes, and position them for long-term success.
Drawing on his extensive experience in government, public policy, organizational leadership, and communications, Jonathan advises clients on advocacy strategy, legislative engagement, and stakeholder outreach at the state and local levels. He has played a key role in major policy initiatives affecting Pennsylvania schools, businesses, municipalities, and taxpayers, and is known for his ability to translate complex policy challenges into practical, results-driven solutions that balance policy, political, and operational considerations.
Jonathan previously served as senior director of government affairs at the Pennsylvania School Boards Association (PSBA), where he led a cross-functional advocacy team of lobbyists, researchers, and policy professionals to advance statewide public education priorities. In that role, he negotiated directly with state lawmakers, the governor’s office, and state agencies. He also testified before legislative committees, drafted legislation and regulatory comments, and helped guide coalitions that secured hundreds of millions of dollars in state funding for Pennsylvania schools.
Prior to his tenure at PSBA, Jonathan spent six years with the Republican Education Committee of the Pennsylvania House of Representatives, culminating in his role as executive director from 2015 to 2017. There, he developed and executed legislative strategy and advised the committee chairman, caucus leadership, and legislators on education policy, political considerations, and long-term strategic planning.
In addition to his public sector experience, Jonathan served as vice president and executive producer at Wakeen & Company, where he oversaw creative services, led business development efforts, managed integrated teams, and advised clients on communications strategy and brand positioning. This experience enhances his ability to support clients not only in government relations but also in aligning advocacy efforts with broader communications and organizational objectives.
Jonathan earned his B.A., summa cum laude, in international politics, from Penn State University.
