Peter T. Ruth is a shareholder attorney in the Saxton & Stump Real Estate, Education and Municipal Law groups with more than 10 years of experience. In his real estate practice, he counsels clients in the areas of buying, selling, refinancing, and leasing property. He is an approved real estate instructor, regularly teaching accredited continuing education courses to Pennsylvania licensees, and represents the Realtors® Association of York and Adams Counties.
In his education practice, Peter guides school districts through tax assessment litigation at the board of assessment appeals, appeals to the court of common pleas, and appellate levels. He also has a municipal government practice, serving as solicitor for various municipalities and regional entities. Peter came to Saxton & Stump in 2025, joining the firm with other attorneys and professionals of longtime York County law firm Stock & Leader.
Super Lawyers named Peter to its “Pennsylvania Rising Stars” list from 2019 to 2022, and the Central Penn Business Journal named him to its 2018 “Forty Under 40” list.
Peter is a 2012 graduate of the Widener University School of Law, and received the school’s James S. Bowman American Inn of Court Award at graduation. The award honors the graduating student that demonstrates an outstanding record in administrative law. He also graduated from Lebanon Valley College. Prior to starting his practice, Peter interned at the U.S. Department of Justice in the Executive Office for Immigration Review and the York County District Attorney’s Office.
