Carrie E. Evans, Esq.
Carrie E. Evans, Esq. focuses her practice in Title IX investigations and compliance and is a member of the firm’s Internal Investigations and Healthcare Litigation and Mitigation groups. She has experience handling complex and sensitive investigations for secondary and post-secondary educational institutions as well as healthcare providers; she has also assisted students navigating campus disciplinary procedures. Carrie provides guidance to colleges and universities regarding Title IX policies and procedures to ensure compliance under the U.S. Department of Education (DOE) regulations.
In her healthcare practice, she represents doctors, hospitals and healthcare professionals in medical malpractice cases and works with individuals and corporations on risk management assessments, event investigations and policy analysis.
Carrie has a background in criminal law and has experience working with investigators, law enforcement officials and other agencies. She assisted in a year-long investigation of fraud in the NFL Concussion Settlement program and helps institutional clients in sensitive internal reviews of personnel matters and compliance with state and federal regulatory requirements.
Carrie served as a law clerk for the Hon. Lawrence F. Stengel (Ret.), U.S. District Court for the Eastern District of Pennsylvania, who now leads the Internal Investigations and Title IX practices at Saxton & Stump. During this clerkship, she handled a wide array of civil and criminal cases that involved U.S. Food and Drug Administration (FDA) drug marketing and patenting regulations, antitrust actions, copyright and licensing disputes and employment discrimination claims. She also previously served as an assistant defender for the Defender Association of Philadelphia and then the County of Lancaster Office of the Public Defender. In both offices, she represented indigent clients charged with misdemeanor and felony offenses from charging to trial.
She graduated magna cum laude from Middlebury College with a degree in political science and from Cornell Law School, where she served as a managing editor for the Cornell Law School Legal Information Institute and an editor for the Cornell Journal of Law and Public Policy. She also served as vice president of the Public Interest Law Union. Carrie was the recipient of the CALI Award for Criminal Defense and the Seymour Herzog Memorial Prize, which recognize students who demonstrate excellence in the law and commitment to public interest.
Carrie serves on the Lancaster County Court of Common Pleas small claims arbitration panel and is a Board member of a local not-for-profit healthcare corporation.
