Harlan focuses his practice on healthcare litigation, representing doctors, hospitals and other healthcare providers in medical professional liability cases.  He has experience litigating cases in both federal and state courts across a range of medical specialties, including orthopedic, vascular, and neurological injuries, birthing complications, allegedly delayed diagnoses and biomedical product defects.  Harlan has defended cases both at the trial and appellate court levels.  He also has experience in conducting e-Discovery and forensic information technology investigations.

Harlan also focuses his practice on employment litigation on behalf of employers and insurers with respect to Title VII, the Americans with Disabilities Act, the Age Discrimination in Employment Act, the Family Medical Leave Act and wage and hour cases.  In addition, he counsels employers with respect to discrimination and harassment issues.  Harlan also has experience in trade secret litigation, on behalf of both plaintiffs and defendants.

Harlan has extensive clerkship experience in both the state and federal trial courts.  Prior to joining Saxton & Stump, Harlan served as a Senior Judicial Law Clerk for the Honorable Sylvia H. Rambo of the United States District Court for the Middle District of Pennsylvania.  In that capacity, he assisted the Judge in drafting opinions, orders and adjudications relating to complex criminal and civil proceedings, as well as procedural and evidentiary matters.  Harlan also served as a law clerk for the Honorable Thomas A. Placey and the Honorable J. Wesley Oler, Jr., both of the Cumberland County Court of Common Pleas.

While in law school, Harlan served as the Managing Editor of the Penn State International Law Review and was a member of the Moot Court Board and a legal aid clinic.  Harlan was also inducted into the Woolsack Academic Honor Society and received a focus study certificate in Alternative Dispute Resolution and Advocacy.
