Stacey D. Meadows, Esq.
Stacey brings over 25 years of legal experience to Saxton & Stump, with much of her time focused on patient safety, quality assurance and physician integration issues. She works with our lawyers on corporate and regulatory issues, as well as high level strategic issues for our health care clients. Stacey also assists in the development of the firm’s health care litigation-mediation practice which includes medical staff matters and ACA/ACO disputes.
As a member of the employment practices group, Stacey provides counseling on best practices with respect to all phases of employee relations, including interviewing, disciplining and terminating. She works with our employment team in drafting and reviewing employment documents, policies, non-competes and severance agreements. Stacey has substantial experience in managing all types of internal investigations.
Prior to joining Saxton & Stump, Stacey served 16 years as Senior Vice President and General Counsel of TJUH System, comprising Thomas Jefferson University Hospitals, affiliated physician practices and health care companies, in Philadelphia, PA, where she was responsible for legal affairs and corporate governance for all clinical boards and board committees, including the Clinical Affairs Committee of Thomas Jefferson University and the Quality Committee of TJUH System. Stacey managed the Risk Management, Claims Management and Patient Safety departments and served as an advisor to the Executive Committee of the Medical Staff and Office of Medical Staff Affairs. She was also an Executive Sponsor for major quality and safety initiatives, including the Quality and Safety Strategic Plan and LifeWings Patient Safety Program. Additionally, Stacey provided oversight of the health system’s insurance program for all lines of coverage. She directly supervised the Director of Risk Management and Insurance in implementing the insurance program. She worked closely with insurance and finance staff, brokers, insurers, and the Board of Trustees on coverage and risk mitigation, and managed coverage litigation.
Early in her career, Stacey served as Chief Assistant City Solicitor for the City of Philadelphia Law Department where she acted as counsel to the Departments of Health and Human Services. In this position, she supervised litigation for health, mental health and dependency matters in state and federal courts and negotiated all Health Department contracts.
Stacey is a member of national and local professional societies including the American, Pennsylvania and Philadelphia Bar Associations and the American Health Lawyers Association. She lectures frequently on health care topics for hospitals and academic centers. Stacey earned a B.A. in English, magna cum laude, from the University of Pennsylvania and a J.D. from the University of Pennsylvania Law School, where she was the recipient of the Jones Award for Outstanding Contribution to the Public Interest.
