Sarah P. Holloway, Esq. is a member of the Regulatory and Government Affairs team, and assists clients with advocacy, analysis, research and other government relations matters that involve federal, state and local regulatory bodies and rules. She also supports the Environmental, Workplace Safety and Utilities team as well as Real Estate and their work with governmental bodies.
Sarah has first-hand experience in public policy research and analysis having served in a variety of research and advisory roles for the Pennsylvania House of Representatives, most recently as legal counsel and senior analyst for the House Finance Committee. In that role, she advised House members on state and federal laws, especially concerning taxation and fiscal policy. During her tenure with the House, she gained invaluable experience. She drafted and administered legislation from inception to enactment and leveraged the art of negotiations to successfully collaborate with the prime sponsors, worked with stakeholders to find a compromise on language and balanced competing interests. Sarah also handled issues and questions raised by the House Finance Committee and other government leaders on a multitude of topics and organized and conducted public hearings on important and emerging issues involving taxation and fiscal policy. Prior to her legal counsel and senior analyst roles, she completed a legal externship with the House Majority Chief Counsel’s Office, served as a legislative secretary and began her career in state government as a Bipartisan Management Committee Legislative Fellow, where her passion for the legislative process and public policy was affirmed. While completing her fellowship, she was assigned to the House Local Government Committee during budget negotiations.
