Former PA Deputy Attorney General Carson Morris launches white collar practice at Saxton & Stump
Lancaster, Pa., February 9, 2021 — Former Pennsylvania Deputy Attorney General, Carson B. Morris, Esq., has joined Saxton & Stump to launch its White Collar Defense practice and support the firm’s Appellate and Post-Trial Advocacy team. He previously served at the Pennsylvania Office of Attorney General (OAG) in Attorney General (AG) Josh Shapiro’s administration. Morris is working alongside two former judges — Hon. Lawrence F. Stengel, (Ret.), former Chief Judge for the U.S. District Court for the Eastern District of Pennsylvania and Hon. Robert A. Graci (Ret.), former Pennsylvania Superior Court Judge and former Assistant Executive Deputy Attorney General — to counsel institutional and individual clients in all aspects of criminal and administrative investigations.

The White Collar Defense team represents businesses, municipalities, and individuals facing criminal or regulatory investigations, legislative inquiries, whistleblower accusations and other proceedings involving allegations of misconduct. They collaborate with Saxton & Stump’s Internal Investigations and Regulatory and Government Affairs attorneys to protect clients’ interests in often complex and high-stakes circumstances.
Morris and Judge Graci have some shared history at the OAG; Morris served in the same section that was formed in 1986 by Judge Graci. The section oversaw the empaneling of all of the investigating grand juries convened on applications of the Attorneys General and was responsible for crafting the legal arguments in response to any challenges to grand jury proceedings.
During his time in the OAG’s Appeals and Legal Services Section, Morris focused on grand jury litigation and regularly shepherded the OAG’s most significant investigations through the grand jury process. He oversaw long-term, state-wide appellate initiatives by collaborating closely with the Pennsylvania District Attorneys Association, local District Attorneys (DAs), government agencies and outside stakeholders. Notably, Morris coordinated a years-long campaign defending the constitutionality of Pennsylvania’s sexual offender registration system that culminated in several Pennsylvania Supreme Court opinions affirming the constitutionality of these statutes. He also worked closely with the OAG Civil Division on Commonwealth Court and federal cases involving the intersection of civil or regulatory law and criminal law.
Prior to joining the OAG, Morris was a trial and appellate attorney with renowned Philadelphia firms with a focus in white collar criminal and regulatory defense in federal and state courts. He tried jury trials, argued before state and federal appellate courts, including numerous cases before the Pennsylvania Supreme Court, oversaw internal investigations of institutional and corporate misconduct, among many other representative matters. Morris received his J.D. from the University of Kentucky College of Law and his B.A. in philosophy from George Washington University.
